SetLegacyAbacRequest enables or disables the ABAC
authorization mechanism for a cluster.

Required. Whether ABAC authorization will be
enabled in the cluster.

The name (project, location, cluster name) of the cluster to
set legacy abac. Specified in the format
projects/*/locations/*/clusters/*.
