Note: Only applies when QueryResultsFormat#ARROW is enabled. For Arrow result
streams, this precision setting governs binary Arrow timestamp column types and takes
precedence over DataFormatOptions.TimestampFormatOptions , which applies to default
QueryResultsFormat#STRUCT_ENCODING JSON results.
