DATA_API_ACCESS_UNSPECIFIED
value: 0 Unspecified, effectively the same as DISALLOW_DATA_API.
DISALLOW_DATA_API
value: 1 Disallow using ExecuteSql API to connect to the instance.
ALLOW_DATA_API
value: 2 Allow using ExecuteSql API to connect to the instance. For private IP
instances, this allows authorized users to access the instance from
the public internet using ExecuteSql API.
