This defines the various states in which the managed rotation can be.

Name	Description
`STATE_UNSPECIFIED`	Not specified. This value is unused and invalid.
`ACTIVE`	Indicates that the Managed rotation is ACTIVE.
`INACTIVE`	Indicates that the Managed rotation is INACTIVE.
